Angelic Adoptions, Inc., is a State of Florida licensed adoption agency, located in Jacksonville Beach, Florida. Angelic Adoptions was founded by a Christian attorney, who has assembled other Christian professionals to work together to find loving Christian adoptive parents for waiting children and to provide caring support for birth parents.

Angelic Adoptions is a not for profit Florida Corporation founded by, Charlene Francis, Attorney at Law. The founder, in her role as attorney, has placed numerous children for adoption as an adoption entity. Angelic Adoptions operates in Northeast Florida (primarily Duval County), but works with prospective adoptive families from most states across the country.

 

 

Charlene Francis is the executive director. She has been practicing law since 1986. Her law practice emphasizes adoption law, as well as estate planning, estate and trust administration and probate. The adoption practice focuses on domestic adoptions and domestication of foreign adoption decrees.

Ms. Francis is a member of The Florida Bar (member of Real Property and Probate, Tax, and Elder Law Sections and Family Law Sections). She is also a member of the Florida Adoption Council. She has spoken at several estate-planning, elder law seminars and adoption seminars.

Ms. Francis earned her B.S. from Florida State University. She was awarded an M.S. and a J.D., with honors, both from the University of Florida, where she graduated in the top ten percent of her class and was a member of the Order of the Coif and the Law Review. She earned her LL.M. in Taxation, also from the University of Florida.

A) Home Study
A. Home Study- Angelic Adoptions plans to have a licensed social worker with a Master's Degree qualified to do Home Studies. These Home Studies adoption services will be prepared not only for Angelic Adoptions and families adopting through Angelic Adoptions, but also for families adopting through other agencies or other attorneys. Home Studies will be prepared in accordance with the requirements of Florida Law. For families adopting internationally, the Home Studies will also meet the requirements of foreign countries and the Hague Convention. Also, the Agency will provide post placement reports after the children are placed with their “forever families.” One major goal of the social worker is to educate the families about adoption and parenting adopted children. That would include education and exploring the effects of drugs and alcohol on developing fetuses, information about learning disabilities, fetal alcohol effect, and developmental delays or disabilities.

B) Domestic Adoptions
B. Domestic Adoptions: Angelic Adoptions works with families, who are desirous of adopting children, whether infants or older children.

• Infants
Angelic Adoptions works with birth families and birth mothers who are desirous of placing their infant children for adoption after an unplanned pregnancy. Birth parents, whether mothers or fathers, are encouraged to attend counseling sessions. We encourage the birth mothers to meet with trained counselors to discuss and review their plan for adoption to determine if adoption is a viable and appropriate plan for them for their family. Initially, they will be referred to a Christian crisis pregnancy center with peer counselors trained in adoption issues. This gives the birth family an advocate to help protect their interests and to help them decide if they can parent their child or if adoption is a viable option for them. If the birth family decides on adoption, Angelic Adoptions will help the birth parents find families that meet their criteria as ideal parents for their child. Angelic Adoptions will work with various churches as well as the general public to find and educate prospective adoptive families. When families are found that meet the birth family’s criteria, Angelic Adoptions will allow the birth family to choose the prospective adoptive family for their child. We anticipate working with birth families of any religion, race and nationality, although Angelic Adoptions will recommend and work only with prospective adoptive families who are Christian, although of any race or nationality.

• Older Children and Sibling Groups.
The founder of Angelic Adoptions has placed many older children in her role as attorney. Many of these older children (ranging from age 6 to 17) were previously adopted internationally. For various reasons, the families who adopted these children decided to disrupt the adoption and place the children with a new family. It is anticipated that Angelic Adoptions would continue to help in these situations. Again, this a key area where the social worker will be educating the prospective adoptive parents as to issues that may arise when adopting older children, including attachment disorder issues, ADHD, bipolar disorder and learning disabilities. The parents of the older children will also be referred to counseling, although not through a crisis pregnancy center. The Founder has personally adopted two (2) “older children” (defined as being greater than 2 years of age). Consequently, the agency will place a priority on developing a program to work with the State of Florida to find loving, supportive and knowledgeable homes for older children who are waiting and hoping to find their “forever families.” The Founder is a member of the Florida Adoption Council an organization who is also placing a high priority on this issue. Angelic Adoptions will develop a plan over the next 2-3 years to actively find homes for older, waiting children. As part of this program, the agency plans to develop a series of seminars and educational programs to educate prospective adoptive parents as to the issues they may face when assimilating older children into their families.

 

C. Support Groups.
Angelic Adoptions plans to develop several support groups.

• Birth Mother
Birth families will initially be referred to existing support groups located in the community until our social worker establishes a support group.

• Prospective Adoptive Parents.
Those adopting internationally will be referred to existing support groups in the Jacksonville Area. Those adopting through Angelic Adoptions will also be initially referred to a support group until our social worker establishes a support group.

• Post Adoption Support Groups.
The Social worker also plans to establish support groups for parents who have adopted and desire to discuss various issues that concern them such as learning disabilities, ADHD, education problems, IEP’s, sensory issues, as well as general parenting issues.

D. Charitable Support of Non-Adoptable Children:
Angelic Adoptions also plans to provide some support on an annual basis to local crisis pregnancy centers or to other agencies working with children.

 

Adoptive Parents FAQ (Frequently Asked Questions)

• Do the prospective adoptive parents have to live in Florida?
No. Chrarlene Francis can place "special needs" babies out-of-state with the assistance of a child-placing agency and in accordance with the Interstate Compact. These babies include: African-American, biracial, and/or physically or mentally handicapped.

• What is the normal waiting period to be matched to a birth mother?
Generally, the waiting time is 12-18 months. This time can be greatly increased if the adoptive parents specify a gender.

• Can a birth mother change her mind after the Consent is signed? 
No. There is no grace period in the State of Florida which allows for the birth mother to change her mind after signing the Consent for Adoption. Is it an "open" or "closed" adoption? It can be either, depending on the wishes of both the birth parents and the adoptive parents. If both wish to meet and know each other (open adoption), those wishes will be upheld. If neither wish to meet (closed adoption), we will honor those wishes as well.

• Who will pay for the baby's medical expenses while he/she is in the hospital?
Florida State law requires insurance carriers to cover an adopted child to the same extent it would cover a biological child.

• What happens if the baby is handicapped? Do we have to take him/her?
While your financial responsibility for the child remains the same, you are not required to adopt the child. The attorney will find a couple who is interested in adopting a special needs child.
